GM Parted Out One Of Its Own EV1s To Keep That Private EV1 Restoration Going

If you haven’t been following the saga of the General Motors EV1 that was abandoned by a university in Atlanta, sold at a tow pound, and became the first EV1 to legally fall into private hands, you’re really missing out. I’ve been covering the story since the car was marked as abandoned and sold for over $100,000, with its new owners planning a full restoration.

Since the news broke of this EV1’s existence and subsequent sale, everyone involved wondered if GM would step in to take the car back, as they’ve been known to do in the past when EV1s end up in the wild. But in a shocking about-face, President Mark Reuss actually invited the new owner, Billy Caruso, and his team to General Motors, and even gave them an interview in which he promised to assist with the rebuild in any way he could.

What Reuss didn’t say was exactly how GM would help, or what parts would be supplied. Now, though, it’s clear that the company is going to great lengths to ensure this car gets back on the road by the end of the year, going as far as to sacrifice an EV1 of its own to make it happen.

For One EV1 To Live, Another Must Die

Jared Pink, host of The Questionable Garage on YouTube, has been working closely with Caruso to document and help rebuild the green EV1 in question, nicknamed VIN212. Since Caruso acquired the car, he and his team have stripped it down and had the chassis dry-ice blasted to ensure the restoration was starting from the cleanest slate possible.

Still, Caruso had issues. The EV1 was built using lots of unique parts that couldn’t be found anywhere else. Usually, model-specific parts for rare cars are more expensive and difficult to find, but in the case of the EV1, sourcing replacement parts is legitimately impossible, since most of them were crushed by GM in the ’90s, and the remaining cars are either leased out to museums or universities. So spare parts quite literally do not exist.

As a part of the “decommissioning” process GM performed on the EV1s it donated to universities, many of these unique parts, including the batteries and many of the control modules for the car’s electronics, were unceremoniously ripped out of the car and disposed of. As a result, Caruso was without many of these vital, EV1-only modules, leaving him in a tough spot for the restoration. Also, the car needed a windshield, which would’ve cost more than the price of the car to have custom-made.

But with GM stepping in to help supply some of these parts, the restoration is about to get a whole lot easier. In the video above, the VIN212 team pays a visit to GM’s design center and talks to a trio of employees who normally work on concept car development. It’s here where another EV1, VIN 159, comes into play.

According to Pink, VIN 159 is an EV1 that never left General Motors’ hands. The car was never leased to an individual or to a university or museum, so it was never subject to a decommissioning process. Going by the condition of the car, it doesn’t look like it was kept in tip-top shape since rolling off the line in ’96, either, as it was covered in dust. One of the GM employees says this car was picked as a donor because the rear window—an equally unobtainium part—was shattered. They figured that combining this car and VIN212 would be enough for one complete car, as VIN 159 had a bunch of other components intact and ready to be pulled and installed on the green car.

“The level of support offered has been unbelievable,” Pink told me. “We went in with fairly high expectations with our visit to Detroit, but they exceeded them 10-fold. Seeing a company as big as GM so excited about the project is amazing, [and] knowing so many impossible parts problems have been solved, at the instruction of Mark, the President of GM, blew my mind.”

It’s not just parts where GM is helping out. The company went as far as to hook up the VIN212 crew with engineers who worked on the EV1 program back in the ’90s, just to make sure they get everything right.

“They organized a round table of original project engineers, for an unfilmed, absolutely raw question-and-answer time, just to make sure we had the knowledge required, which has already saved us from three mistakes,” Pink added.

All The Stuff You Wouldn’t Even Think Of

As it turns out, the industrial parts liquidation listing I wrote about last week, where GM sold a bunch of EV1 parts to an undisclosed buyer, was in fact meant for Caruso and his team. Pink says their agreement with GM means they can’t tell me anything about how much they paid (if anything), and the exact acquisition process. Pink also noted that the list of parts wasn’t everything they’re getting from GM, and that more parts (and another visit to the GM campus) are on the horizon.

Towards the end of the video, the VIN212 team cracks open a crate with a bunch of parts from the donor EV1. In addition to the most important part, like the windshield, there’s also a rear quarter window complete with its track and rubber gaskets. There’s also a radio, since the one in Caruso’s car was damaged and rusty. Hilariously, even the radio on GM’s donor car didn’t have knobs, as it was a common issue for all GM vehicles of this era. Thankfully, the knobs aren’t EV1 specific, and there are plenty of aftermarket solutions.

There are some other, more obscure parts in the crate, too. Caruso and Pink make a big deal about being able to obtain a brake torque control module, an EV1-specific computer that controls the brake-by-wire rear brakes, and controls the power assist for the front brakes. Without it, they would’ve had to rely on the front brakes alone—doable, but not ideal. But thanks to GM, this problem is solved.

Also in the box were two junction boxes—one for each side of the car—solving even more electronics roadblocks. GM even threw in the driver door mirror switch panel for controlling the power side mirrors. It’s little stuff like that, which would’ve been impossible to find and time-consuming to re-make, that makes GM’s support so valuable here.

There Are Still Road Blocks

While some of the biggest obstacles have now been overcome, the VIN212 team still has some things to figure out. Caruso says he wants to register the EV1 in California, which, on its face, sounds like it’d be pretty tough, knowing how the state’s DMV operates. The team isn’t very worried, though.

“The titling paperwork was a little difficult with California at first, but once the local law enforcement VIN verification form was completed, it processed like a normal title,” they told me. “Registration is waiting towards completion. [We’re] hoping the car does not need to travel to California first, as the initial discussions have the unveiling more central in the United States.”

The team also has yet to share what they plan to do about the battery. Sourcing an original EV1 battery is both impossible and likely not a good idea, since the newest original packs—if you can find one—are nearing 30 years old. Either way, I’m deeply excited to see if VIN212 can be on the road by its planned completion date of November 14, 2026–exactly 30 years since the first drive of the EV1 back in 1996. Stay tuned.

Also, as long as the paperwork matches the VIN and you have a bit of patience, getting an out-of-state (or off the system) vehicle registered in California is quite easy. Not sure about the location bit though.

I would be curious at this point if GM could replace the internals of the battery pack with Ultium cells, include a modern fast charge plug setup and show the world how much better(or worse) the thing is with just modern battery tech and charging capabilities. perhaps with 212 and 159 they could find enough working cells to make one battery that would perhaps function for a short time to provide comparison.

Probably because that one is not road legal, even with the round about way 212 is now, it is technically past the biggest hurdle.

What makes the windshield for these cars so special? Asking because I can’t wrap my head around the absurdity of the claim. Even if you had to buy 25 units, that’s $4000 each. I don’t duy it.

I can’t remember for sure, but I seem to recall that the EV1’s windshield is integral to the vehicle structure so it’s more than just the shape they need to replicate.

GM realized the power of some of the ev1 nuts. They got the bolt back into production with LFP. If they can do do that I don’t know what they can’t do or what power they have over GM. I still think someone realized they could say there were the first modern mass produced ev. Thus being good for pr. Almost everyone in bev space in the west seeming chasing Tesla for some unknown reason at this point. They didn’t seem to happy when they were pointing out some of the hand cuts on a bracket.

Now I’m feeling even better that I took delivery of a 2027 Bolt RS the other day.

[Elsewhere in a comment on this site I explained that the local air quality government entity paid us $10,000 to have my 2004 Acura TL dismantled and buy a BEV. It was that or our 2001 Highlander. No way we are giving that vehicle up.]

It is my first new car since the TL and I wasn’t originally planning on ever buying a car again (I’m old and retired). It is our first car from a US company in almost 40 years. It has enough control buttons to keep me happy and off the touchscreen. The screen is integrated into the dash at 45 degrees, so doesn’t look like someone slapped a notebook on the dash. Initial quality appears quite good (no rattles, loose bits, or sloppy seams/gaps). Driving it is no thrill, but there you are. So far my favorite feature is that I can remotely start the car and cool it down (or heat is up) before I get in. Ventilated seats are the reason I got the RS. It certainly wasn’t because I am going to do any rallies.

Seeing how GM is behaving itself, they might even keep spare parts around, even though they shut down production.

My father is in the same boat – retired, the Bolt RS caught his eye for the ventilated seats as well. Went through TrueCar and got what we felt was a good deal without any static from the dealership. Easiest dealer transaction I’ve ever done to get him his car in just a couple hours. I agree with the quality, but I’ve found putting it in Sport mode makes it a lot more responsive, and dare I say it, fun to drive for an entry-level EV.

Since they introduced it early this year as a 2027, they can basically sell them for two years. Depending on how demand goes, they may blast out a bunch of these from the line before they convert the plant.

People are spooked on the economy, but gas prices are also way up. There were very few customers while we were there yesterday, but one of them also ended up with a Bolt. With the tax credits gone, it’s this or the Nissan Leaf for a reasonably priced EV. (The two-door Fiat doesn’t count.)

I’ve been following this closely, it’s ana awesome project. The EV1 is the EV design I want to own, a slippery little computer car that happens to be sporty and perfectly 90s on the inside.

Man, I really, really wish they’d 3d scan everything while they had it apart. I’d love to have an accurate model of an EV1 to play with in VR.

IMO, ask them and then spend a week doing the 3D-scanning yourself. From my first hand below novice experience level things I’ve tried it’s really really hard to get a usable output without either decent equipment and experience. (BTW check out the scaniverse iphone app if you have a pro model that has that lidar thing, it’s really good at everything that isn’t actually useful to make something) I doubt there’d be a problem with the first part, but I’m not ready to do the second half without getting in the way.

Good news – people are indeed 3D scanning this and other EV1s. Some of V212’s parts are also getting scanned while they are off the car, as they may not have another opportunity like it.

Imagine the enormous jump in range and performance if they leverage some of the Ultium battery technology that’s in GM’s current lineup of EVs; and the history lesson about how EV battery technology has evolved from Lead Acid to the current technology was actually quite fascinating!

Hopefully they got insight from the original powertrain engineers about how flexible the original BMS system is, and what they’d need to do to adapt to modern batteries.

These ran on lead acid’s or on NiMH so I think they will be in luck. NiMH drain at a pretty constant rate that a lithium battery could match with the right number of cells in series.

They could get a voltage transformer too but I think there would be losses.

At this point in time, unless they had some serious proprietary tech they needed to hide in a 30yo EV, this makes alot of sense from a PR perspective. A person wanting to keep something like a $100K factory-EV project is not going to sue them to oblivion if something goes wrong.

When this story began, I never expected GM to provide any help. I’m really surprised at the extent to which they are helping.

I’m wondering if it’s because the people responsible for crushing and burying the EV1 program are all gone now.

Also back when the EV1 was being developed, Mark Reuss was a “Vehicle Chief Engineer”.

I wonder if that means he was involved with the EV1 development and it pained him to see the program shut down and see all those EV1s crushed… but he kept his mouth shut because if he protested, it would have been a career-limiting move…

And I’ve said it before that it would be a great PR move for GM to do a 180 and embrace the EV1 and assist with getting any remaining ones functional.

So I’m really glad GM is doing this.

I view this as starting to make right on a past wrong.

This, right here, is what it’s all about. I fucking love this story and it just keeps getting more wholesome as times goes on. It’s nice to see people coming together with the goal of bringing a deeply weird car back to life just because it’s neat. Amidst all of the horrors we’re seeing on the news every day I do really enjoy still finding these tales of people coming together and collaborating solely for their love of the game.

I think I can count the amount of times I gave a corporation kudos on a single hand, but you know what? Good on you, GM.

This is such an awesome story, and one I never would have guessed would happen. I remember the excitement when these were new, and the drama around pulling them from the public. But now instead of being museum pieces, there’s actually going to be one driving around again!

Looked at one way, it’s flinty-eyed, heartless calculation at an upper echelon level, a logarithm that quantifies the unquantifiable with imaginary numbers and plugs those values, somehow, into the weight of a car manufacturer’s heretofore disputable soul.

Looked at another way, it’s the tightlipped smile of satisfaction that even in such lofty offices as those that steer as vast a ship as General Motors, human hearts beat within them. Calls are made, hands shaken, and art and science meet history and love.

The only company willing to do the special gold foil windshield for the EV1 was going to have a minimum order of 25 windshields. That’s what would make it so expensive. Billy wants V212 to be as original as possible, and that would be a big compromise.

It makes me wonder what happened to GM’s infamous bean counters, you’d think they’d have stepped in and told the EV1 team to use either a Cavalier coupe or Saturn SC windshield.

With regard to the EV1, it was a combo of bean counters and execs at the company lobbying HARD against the ZEV mandate and BEVs.

I’m guessing they’re all gone now.

Also of note that when the EV1 was under development, Mark Reuss was a “Vehicle Chief Engineer”.

And I wonder if it pained him at the time to see the EV1 program get shut down and the EV1s get crushed.

Dredging up 25 year old memories of when I got my first non-beater used car as a kid and I chose an SVX for my college daily driver. One of the things I remember was that transponders were not available for that car along with a few other high end models due to the windshield, but of all things on the list was a Pontiac Transport. AKA the “sporty” dustbuster van.

Everything I’ve read about Mark Reuss makes him sound like a stand-up car-guy.

And I’m rooting for these guys to make their goal of having this up-and-running by that anniversary date. This feeling is awfully familiar, like rooting for a David Tracy Jeep project to succeed.

This is such an amazing step in the right direction, GM really is going so far above and beyond what anyone would ask of them, which is worth a lot of good will. I imagine that they will have to create some sort of new battery pack, what that entails, who knows, but I wonder if their already planned next trip to the GM campus has something to do with that.
